Routing and cooldowns
orch cooldown list shows four persisted, standard exponential-backoff cooldowns (codex:gpt-5.4, kimi:opus, minimax:haiku, minimax:opus), all consistent with normal rate-limit/credit-exhaustion recovery. No repeated-cooldown or silent-model-failure patterns. One transient opencode models command failed (exit_status_failure) fired mid-afternoon and correctly fell back to the cached model list — the stderr-capture fix from #3564 is exactly the kind of visibility this needed, so if this recurs the next log should show why.
Backlog and stuck work — the PR #3536 saga, day 3 of the same head commit
156854/#3535/PR #3536 remains the only task blocked in this repo (now 9 days), and PR #3536's headRefOid and updatedAt are still 2026-08-27T23:08:04Z — unchanged since the manual diagnostic unstick two reviews ago. mergeStateStatus is BEHIND.
