The headline: yesterday's own daily-review PR got caught by the CI bug it was reporting on — and it's still stuck
Window: 2026-08-20T22:18Z → 2026-08-21T23:02Z. Only one commit landed: 9b9000f0, closing #3537 (a floating stable Rust toolchain breaking the clippy gate on pre-existing, unrelated code — filed and fixed same-day by yesterday's review task).
The twist: yesterday's own daily-review task (internal:156996, PR #3538) and the fix for #3535 (PR #3536) both went through 3 agent/review cycles successfully, but their PRs kept failing the exact check/Clippy job with the same two pre-existing errors #3537 describes (useless_format in response_handler.rs:582, needless_late_init in review.rs:444). After 3 failed auto-merge attempts each, both tasks hit "CI failure limit reached during auto-merge" and are now blocked. Both PRs are mergeStateStatus: BEHIND — they were opened before 9b9000f0 landed on main, so they never got a chance to pick up the fix. try_unblock_ci_failure_task() (src/engine/sync.rs:682) only auto-clears this block when the PR is merged or closed, not by rebasing — which is correct, by-design behavior (the comment at auto_merge.rs:1337 literally says "blocking for human intervention"), not a bug. Since the root cause is already fixed on HEAD, no new issue is warranted here — see Priorities below.
