Task internal:156741 (a scheduled self-improvement/debug-agent job) reviewed the last 24-48h of agent failures, isolated a real root cause — Kimi's "usage limit for this billing cycle" error was being matched by the generic "usage limit" rate-limit pattern before the credit-exhaustion detector ever ran — and filed it as #3529 at 21:12Z with exact file/line evidence. A follow-up task picked it up and merged the fix (b051cb37) at 21:31Z, 19 minutes later. Also quiet: the stuck-task reclaim race (#3518 → #3523 → #3526) did not recur today, and yesterday's diagnostics-promotion fix (info-level dispatch-guard logging) is now in place to capture direct evidence if/when it does.

b051cb37 | #3529 | Kimi billing-cycle exhaustion messages matched the generic "usage limit" rate-limit pattern in detect_rate_limit() before detect_credit_exhaustion() ever ran, so task_runs.outcome stored rate_limit instead of billing_cycle_exhausted — same gap in sync.rs::classify_failure(). Both classify_run_outcome (task runs) and outcome_for_agent_error (review runs) now consult the credit-exhaustion detector first. Bonus fix: removed a duplicate raw-substring rate-limit check in runner/mod.rs that fed the router's health signal, replacing it with the already-correct classify_run_error_type() classifier used a few lines above it. |

The claude/sonnet aborted rows (internal:156736, internal:156737) trace to a graceful service restart around 12:05Z–12:14Z: both tasks were mid-run, got reset in_progress → routed per the documented shutdown behavior, and both completed successfully on the next attempt (156736 at 12:29Z, 156737 at 12:23Z) — no data loss, working exactly as designed. The kimi/opus rate_limit rows are the two billing-cycle-exhaustion misclassifications that became the evidence for #3529 (now fixed in the repo). The failed and parse_error rows are single one-off events with normal failover, not a pattern.
Stuck-task reclaim race: quiet today
No reclaiming early / dispatch-guard-race log lines this window — the shape that recurred on internal:156673 yesterday (#3526) did not repeat. Too early to call it fixed (yesterday's #3525 also had a quiet gap before recurring), but the info-level dispatch-guard logging from 9e098c9b is now live, so if/when it happens again the evidence will be direct rather than reconstructed.
Tick performance: much quieter than yesterday
3 slow-tick warnings today (39–50s) versus yesterday's 12 slow ticks + 1 watchdog stall. No watchdog stalls, no circuit-breaker trips. A short burst of GitHub transport-level connection failures around 16:09Z–16:18Z correctly did not trip the github:5xx circuit breaker (transport-vs-5xx classification from #3492 continues to hold).
Routing: cooled-agent LLM proposals continue to surface, safety net still catching them

Backlog and stuck work
Unchanged in shape from yesterday: several GitHub Actions billing failure blocks at merge time in the bean project (correct per-task policy, operator-controlled), a handful of long-idle bean/oblivion items (9–137 days) with no new activity, already diagnosed in prior reviews as operator-controlled or config-scoped state. Nothing new stuck in this repo's own queue today.
