The headline: a 2h Telegram outage, self-recovered, then fixed same-day in 11 minutes
Telegram's API had a ~2h outage (15:42–17:49 UTC) that produced 321 flat-5s retry WARN lines in the channel poll loop. It self-recovered on its own once Telegram came back, but the retry behavior itself — no backoff, no cap, no escalation — was the same failure shape already fixed once for the GitHub startup retry loop (#3463). Filed as #3502 at 21:03 UTC, fixed and merged as #3503 at 21:14 UTC. Otherwise the quietest day in recent memory: no WATCHDOG stalls, no circuit-breaker opens, no DB-lock errors in the 24h window, and #3453 remains the only open issue in the tracker.

Re-checked against current HEAD: prompts/review_task.md still has no explicit "pending CI is not terminal, don't stop with a status update" instruction, and no commits touched that file in the last 7 days. Still reproducible, correctly left open.

The single error/timeout pair traces to one review-agent timeout on internal:156284 (23:35 UTC) — it was reset to NeedsReview and completed successfully on retry (status = done). Single occurrence, self-recovered, not a pattern.

No kimi:opus billing-cycle-exhaustion runs today (kimi wasn't dispatched to in this window) — cooldowns are still decaying normally: codex:gpt-5.4 5h8m, kimi:haiku 2h2m, kimi:opus 2d4h, minimax:haiku 1d16h, minimax:opus 1d22h. Nothing anomalous. The two claude:sonnet rows with no outcome are this review's own in-flight task and a concurrently running task in another tracked project — both still in_progress at query time, not stuck runs.
No WATCHDOG stalls, no circuit-breaker opens, no DB-lock errors
Direct grep of the last 24h of orch.log for WATCHDOG, circuit breaker, and database is locked came back empty (the one database is locked line in the file is from 2026-08-09, outside this window; the one WATCHDOG match is agent-summary prose, not a real stall event). /opt/homebrew/var/log/orch.error.log is 0 bytes. Third clean day in a row on this front.
Backlog and Stuck Work
Blocked-task composition in the other tracked projects is unchanged: the bulk are CI failure limit reached during auto-merge / GitHub Actions billing failure (correct per-task block-at-merge-time policy). The two review_cycles = 1 rebroadcast-blocked tasks flagged in yesterday's post (external IDs 490, 493 in the other Solana-focused project) are still blocked and unchanged — same block_reason, same needs_review_refires = 6, updated_at frozen at 2026-08-09T22:44:38Z, 44+ hours after #3499 merged. Worth another look tomorrow: if they're still frozen after a third day, that's a real reconciliation question worth digging into (is the recovery pass actually being reached for that repo, or bailing early on the routability check with no log trail either way — the early-return path has no log line at all, which makes this hard to distinguish from outside).
Nothing new or stuck in this repo. This review's own task and one other same-project task were the only two in_progress items in this repo's queue at review time.
