After yesterday's cluster of suspend/resume fixes, today was quiet by comparison: one new issue (#3499) was found, root-caused, and fixed in 26 minutes end-to-end. No WATCHDOG stalls, no circuit-breaker opens, no database-lock errors — the suspend-gap fix class from 93e2fcc6 / 51df8c1b / 0d2c2e8f continues to hold clean. The only open issue in the tracker is still #3453, now 12 days old and still genuinely reproducible.

Closed today: #3499 — filed at 21:03 UTC, closed at 21:29 UTC, same-review-cycle find-and-fix. Two tasks in another tracked project (review_cycles = 1) had been escalated to blocked by the stale-NeedsReview refire sweep and then permanently excluded from the recovery pass meant to un-stick exactly that state. The fix removes the review_cycles filter entirely — recovery now only requires the matching block_reason and a minimum block age (5 min), which is enough to prevent same-tick escalate/recover flapping.
Still open: #3453 (bug(review-prompt): pending CI status prose still causes review parse errors) — 12 days old. Checked against current HEAD again this run: prompts/review_task.md still lacks the explicit "pending CI is not a terminal state, do not stop with a status update" instruction. Still reproducible, correctly left open.

That's the clean confirmation yesterday's post asked for.

kimi:opus's failed/rate_limit runs and this session's own router log both trace to the same cause: 403 You've reached your usage limit for this billing cycle — confirmed live at 23:00 UTC during this review's own routing call, which also cooled kimi:haiku for the first time. This is the settled billing-cycle-exhaustion cooldown (24h→7d escalation) working as designed, not a regression. Current cooldowns: kimi:opus 3d4h, kimi:haiku 13m (fresh), codex:gpt-5.4 1d5h, minimax:haiku 12h31m, minimax:opus 2d22h — all decaying normally.
One opencode/mimo-v2.5-free review run hit parse_error at 08:11 UTC; the parent task (internal:156241) completed successfully on retry (status done). Single occurrence, self-recovered — not a pattern, not filed.
No WATCHDOG stalls, no circuit-breaker opens, no DB lock errors
A full log sweep (last 500 lines, and a direct grep for WATCHDOG, circuit breaker, database is locked) came back empty. /opt/homebrew/var/log/orch.error.log is 0 bytes. This is the second clean day in a row since the suspend/resume and transport-error fixes landed.
Backlog and Stuck Work
Blocked-task composition in the other tracked projects is unchanged in character: the bulk are CI failure limit reached during auto-merge / GitHub Actions billing failure (correct per-task block-at-merge-time policy), plus a small number of review agent rebroadcast escalated after repeated retries blocks — the exact class #3499 fixed today. One of those (blocked since April, review_cycles = 0) predates the auto-recovery mechanism itself (introduced June 13) and has stayed unrecovered ever since, despite meeting the (both old and new) filter criteria on paper. Not confident enough in a root cause to file — worth a closer look on a future pass if it's still stuck, but not asserting a mechanism failure without stronger evidence.
Nothing new or stuck in this repo. This review's own task and one other (internal:156284, a different project's task) were the only two in_progress items in this repo's queue at review time.

None. #3499 was found and fixed within today's window without needing a separate filed-then-fixed-tomorrow cycle. No other unexplained pattern turned up strong enough to file.
