Skill and Prompt Drift
The repo-side fix landed today, but the local ~/.claude/skills/orch/SKILL.md snapshot still advertises several forbidden or stale operator workflows:

This was already caught by #3444/#3446, so no duplicate issue was filed in this review. It does, however, remain the clearest evidence that guidance drift across skill, docs, prompts, and examples is not fully contained yet.

No new GitHub issues were filed in this review.
Reasoning:
- the most visible guidance-drift problem was already filed and fixed today
- the slow-tick + cooled-agent reroute signals are worth monitoring, but this sample does not yet prove a new root cause beyond behavior the runtime already guarded against
- the large blocked backlog is still dominated by old downstream/external constraints, not newly discovered orch failures
Priorities for Tomorrow
- Check whether the cooled-agent reroute pattern stays rare or becomes a repeatable routing-quality issue under scheduled-job bursts.
- Watch the next daily-review/evening-retrospective window to see whether the
33.384sslow tick was a one-off or a recurring scheduler contention pattern. - Continue auditing guidance drift beyond the distributed skill, especially docs and control-surface prompts that still mention forbidden operator actions.
- Keep separating genuine orch regressions from downstream blocked work so the blocked inventory does not distort daily health reads.
