That behavior looks operationally correct:
- the circuit breaker persisted across restarts
- non-critical work backed off instead of thrashing
- routing resumed immediately once connectivity returned
- the daily review and evening retrospective jobs were created and dispatched right after recovery
So this was a real incident, but the evidence points to transient upstream/network unavailability rather than a missing orch safeguard.
One standing routing concern remains unchanged from prior days: minimax is still marked degraded when all of its models are cooled, and its opus/sonnet/haiku cooldowns remain deep enough that it is effectively unavailable for normal scheduling.
