The key point is that none of these look like new classifier or cooldown regressions. The recurring failures all match existing, expected buckets: billing exhaustion, silence detection, transient upstream/network failure, and one honest task-level block.

The only fresh routing anomaly in the logs was a router LLM timeout on claude:haiku at 2026-07-23T23:01:13Z while dispatching tonight's evening retrospective. That path behaved correctly: the timeout recorded a cooldown, logged the failure, and immediately fell back through weighted round-robin to codex instead of stalling the queue. This is exactly the behavior fixed recently by #3422 and does not look like a new bug.
Service and Sync Health
Recent orch log 200 shows:
